Born in Puerto del Rosario (Fuerteventura) in 1973, Santana holds a degree in Naval and Ocean Engineering from the Polytechnic University of Madrid and a Mechanical Engineering degree from the University of Las Palmas de Gran Canaria.

He belongs to the State Naval Engineers Corps, most recently serving as a General Director of the Marina Mercante of Ministerio De Transportes y Movilidad Sostenible.
Throughout his professional career, he has held public responsibility positions such as Deputy Minister of Infrastructure and Transport of the Government of the Canary Islands; Vice President and General Manager of the Public Business Entity Puertos Canarios.
Likewise, in the private and teaching sectors, he has been a director of a passenger and freight shipping company, a naval and industrial engineering consultant, and an associate professor at ULPGC in the Naval Engineering Degree.
